Upon OLT deletion in an ONOS cluster the flows are not removed from the ONOS store for all instances thus upon reconnection the system gets into an inconsistent where the ONUs are provisioned again with default EAP flow with default meter band, but other subscriber flows are also pushed (they exist in ONOS) with different meter-band. This status yields error in all the stack.
Flows shoddy get removed from all ONOS instances.
