external kafka deployment should use same chart version as voltha

      Description

      When deploying kafka externally (WITH_KAFKA=external) the latest chart is used, instead, it should use the same version that is used by voltha when Kafka is installed as a dependency (0.15.3).

       

      This is important for connectivity from outside the cluster today, as port-forwards are used and in the latest chart POD_IP is used as the ADVERTISED_ADDRESS as opposed to POD_NAME.
