Uniform state transition for OLT delete

      Description

      Currently the OLT Delete state transition does:
      dMgr.DisableAllChildDevices,
      dMgr.DeleteAllUNILogicalPorts,
      dMgr.DeleteAllChildDevices,
      dMgr.DeleteAllLogicalPorts,
      dMgr.DeleteLogicalDevice,
      dMgr.RunPostDeviceDelete.

      Ideally we coudl simplify this to:
      dMgr.DisableAllChildDevices,
      dMgr.DeleteAllLogicalPorts,
      dMgr.DeleteAllChildDevices
      dMgr.DeleteLogicalDevice,
      dMgr.RunPostDeviceDelete.

      This needs to be tested and code removed accordingly.
      Also there are some code duplications that need addressing.
