DHCP fails as downstream packets are not trapped to ONOS

      Description

      There is an intermittent issue that is seen with "master" where DHCP packets downstream are not trapped to ONOS.  In ONOS, subscribers stay at "DHCP REQUEST" state, while actual data plane still works.
