Support the DT configuration in BBSim

      Description

      DT uses a different tagging scheme than what is currently supported in BBSim:

      • S-Tag is unique for each subscriber
      • C-Tag can be anything

      In BBSim we need to support the assignment of different S-Tag to UNIs and the corresponding sadis configuration
