write implicit global log level setting to KV store on component startup if it does not exist in the KV store

When a component starts if the global log level is not set in the KV store it should set the global log level to the implicit default of "WARNING" and write that to the KV store.

As the global implicit default is universal and established in voltha-lib-go there isn't a concern about a race condition to set it.
