Flow Installation at startup results in route computation failure

During olt-startup with ATT workflow flows for EAPOL and DHCP are provisioned.
These flows initially throw errors due to route computation.

Steps to reproduce:

• use ofagent-go
• bring up a clean VOLTHA system
• enable debug logging for ofagent-go
• tail logs of ofagent-go
  kubectl -n voltha logs --follow $(kubectl -n voltha get pods -l app=ofagent -o name)
• create and provision OLT
• see issue in attached file.

To me we should not compute the routes on the flowAdd.
