      Description

This issue is created to investigate what is needed to support clustering for xpon_handler and xpon_agent.
      Items to be considered

      • Some objects are of global scope are not device specific. How are these going to be handed over to a particular volta instance
      • How to ensure that the global-scope objects are available to all the instances in the cluster

      *Tasks done - *
      Ensuring global-scope for:

      • ChannelgroupConfig
      • ChannelpairConfig
      • ChannelpartitionConfig
      • ChannelterminationConfig
      • VOntani
      • Ontani
      • VEnets
by identifying ChannelTermination using the device id, and other xPON objects using the broadcast id of 'FFFF000000000000'

Making relevant changes into itests for xPON
Adding xPON test cases for test_dispatcher and global rest apis
