Downstream flow addition fails with pbit 0 for DT workflow

DT workflow broken with recent commits in olt adapter, find the root cause and fix the issue.

With recent changes, olt adapter tries to add multiple flows for same gemport based on pbit map configured in tech profile. with this change att workflow works fine, but I see with DT workflow, downstream flow with pbiit 0 fails.
