Bring back the deleted ONU by "disabling and enabling the OLT" doesn't work

Bring back the deleted ONU by simply "disabling and enabling the OLT" doesn't work. We need to reboot the OLT every time to bring back the ONU.

1. Create and enable the OLT => Both ONU and OLTs are enabled and Active
2. Disable and delete the ONU
   1. ONU is deleted successfully
   2. ONU entry is removed from the device list
   3. EAPOL flows are also removed

To bring back the removed ONU

1. Disable and enable the OLT  (don’t delete and recreate the OLT)
   1. OLT is enabled back and it is able to discover the ONU also (ONU entry is there in the device list).
   2. ONU Admin state is enabled but OPERSTATUS is showing as DISCOVERED.  not coming to ACTIVE state
   3. EAPOL flows are also not added back.
