Adding ONU state check in the "Setup" keyword.

In our existing test suite (Voltha_PODTests.robot), the keyword “setup”  has the below steps. 

Steps :

1. Create the OLT
2. Check the Admin, oper_status and conn_status of OLT
3. Enable the device
4. Check the Admin, oper_status and conn_status of OLT
5. Getting the logical device id. 

I feel it should have the validation for ONU status check also for the complete setup.

However “Perform Sanity Test” keyword has the validation of ONU states but it will be good if we add this check in “setup” keyword only.
