ONU is stuck in ACTIVATING state after rebooting

      Description

      In Physical POD setup, When we reboot the ONU, it is stuck in ACTIVATING state. 

      Steps:

      1. Create OLT device ==> voltctl device create -t openolt -H <OLT IP>:9191
      2. Enable the OLT ==> voltctl device enable <device id from the previous step>
      3. Let the devices (OLT and ONU) come to ACTIVE state. 
      4. Now Reboot the ONU ==> voltctl device reboot <ONU device id>
      5. ONU light is getting off for 30 to 40 seconds and coming back stable.
      6. But ONU OPERSTATUS is stuck in ACTIVATING state.
