Lack of ONU Down Indication breaks onu reboot/fiber disconnect

      Description

      Migrating to the BAL 3.1 based openolt agent no longer produces OnuIndications for onu down events.   This prevents voltha and the onu adapter from receiving notification the onu is down and updating the state machines properly, preventing re-pushing/re-synchronizing of the onu and preventing restoring traffic on the onu.

      We need these OnuIndications for a down onu, or a suitable replacement.
