Bal3.1 - ONU dying gasp alarm is not raised in openolt adapter logs when onu is powered off

1. Activate OLT and ONU from vcli, Make sure both are active & reachable in vcli
2. Power off ONU and check alarm is raised in openolt adapter logs

Result:
Observed "Dying gasp clear event" in adapter logs when ONU is powered off, below are the logs for reference
