      Description

      If there are multiple ONU Discovery indications for the same ONU received by the openolt-adapter in quick succession then we end up with multiple entries of the ONU in the core.

      One situation under which this happens is when the OLT and ONU are powered on and vOLTHA connects to the OLT after quite some time (leading to ONU Discovery Indications being queued up in the openOltAgent)
