Timeout of WaitForNilOrErrorResponses causes Incomplete Threads to Hang

      Description

      Some channels passed to WaitForNilOrErrorResponses have capacity zero. 

      Any thread that attempts to write to on of these channels after WaitForNilOrErrorResponses has exited will hang forever.
