Incorrect MDS calculation causes diff with onu MDS count

The MIB Data Sync OMCI value is used between OLT (VOLTHA) and ONU to keep track of changes made between the two. The idea being that if the MDS values match there is no need to resync or reconcile changes as nothing has actually changed.

The issue is that MDS values are incorrectly different between VOLTHA and ONU causing unneeded reconciles and resyncs which ultimately delays restoration of service during fiber disconnects and administrative disable-then-enable.
