`config_test.go` for voltha-api-server references `GOPATH`

      Description

      As we move repos from go dep to go mod then GOPATH becomes no longer used and thus should not be referenced. This repo is already using go mod so it has to be assumed that GOPATH is not defined.

       

      Additionally, the file referenced is in the repository and can be referenced locally.
