Ofagent fails to deliver eapol packet from ONOS (EAP Identity) to Voltha with SEBA2.0 and BAL3.x integrated agent

Test setup:

Deploy SEBA2.0 helm chart 

Use BAL3.x integrated OpenOLT agent on the OLT

Issue

**The RG fails to authenticate once in a while and never recovers from the state. The only way is recover is to delete and redeploy the helm chart. The root cause is the Ofagent fails to deliver the EAP Identity message from ONOS.

The RG sends the EAP start, and this reaches all the way till ONOS. ONOS responds with EAP Identity. Ofagent receives it and forwards it to VOLTHA. But VOLTHA never receives the EAP packet and RG fails to authenticate.
