Modify voltha-protos so voltha.pb is vendored by `go mod vendor`

      Description

      Move voltha.pb up one level, since it's not technically a `go` file. Add a placeholder `go` file that can be imported in order to cause `go mod vendor` to vendor the `pb` file.
