Voltha openolt adapter expects InterfaceIndication for PON interface but BAL 3.x throws InterfaceOperIndication. As a result PON ports are not added for the OLT device and flow rule decomposition breaks in the core. This causes BAL3.x incompatibility with VOLTHA 2.x.
In voltha 1.x, both InterfaceIndication and InterfaceOperIndication were used to create port in the core and was not a problem. But, voltha 2.x uses InterfaceIndication only to create PON ports InterfaceIndication only to create PON ports.
