Default BAL 3.1 configuration for all hardware

ONF got a new ASXvOLT16 recently and we were not able to bring it up using the same openolt.deb file (containing BAL 2.6) that we had used on similar OLTs.  The issue was that the DDR on the OLT had changed versions.  In order to get things to work we needed to recompile BAL with DDR tuning turned off, by commenting out the following line in bcm68620_release/asfvolt16/board_files/broadcom/config.bcm:

dram_type_DDR4_MICRON_MT40A256M16HA_083EA_4GBIT=1

For BAL 3.1 it is desirable to have a single executable that will work on all OLT hardware platforms.  Please clarify whether this is possible.
