A request is sent to the two rw cores in a pair by the api-server. One of the Core (say C11) acquires the request while the other Core (say C12) waits for that request to be completed by C11 or takes over the request if C11 fails. The api-server waits for the first response (typically from C11) between C11 and C12 and sends it to the caller. The second response (typically from C12) is just ignored.
There is an issue where C12 is returning a response before C11 is complete.
