Activate advanced static analysis on all go projects

During the versioning I got bit (by many things actually) by the reality that the voltha-openolt-adapter has never actually passed the extended static checks (sca) for which it was configured. The information provided by the checks were valid from a quick look and if I have been observent up front, I would have not started the patch merges until that passed. Unfortunately it was realized too late and we disabled the `sca` checks. These should be put back and likely should be turned on for other projects as well
