VOL-1861: Unbind the backend when ofagent crashes (restarts) The backend is assigned and bound when ofagent comes up and subscribes. Unbind backend when all references to ofagent streaming responses have dropped. This can only happen when ofagent has crashed or restarting when it tries to register for streaming responses again after successful subscribe. Streaming requests can also be tracked but because they are opened now only after a packetin/streaming-response, its ok to track streaming responses to unbind the backend. Also unbind when ofagent subscribe fails as ofagent retries on failure.: Gerrit Review:
