Sometimes voltha becomes nonresponsive after several hours

      Description

      Usually noticed after an overnight deployment of kind-voltha, voltctl will be unable to contact the core. Tested using `voltctl version` and `voltctl device list`.

      Intuition is the problem lies in afrouter.
