Add tests to validate pyvoltha core interfaces on code commits

Given that the direction of the community is to focus on the golang openolt app, the python code is likely to degrade over time as the core is updated. 

It would be nice to maintain the pyvoltha libraries in case someone needs to implement a an olt adapter based on python. An approach to this would be adding a set of tests to pyvoltha that validate compliance with core interfaces.
