      Description

      Enable/Disable UNI port for each ONU. Right now in voltha, Ethernet UNI port is always enabled and active even if the RG is unplugged manually. Enable/Disable of UNI port should trigger the ONU UNI admin state to ENABLED/DISABLED and change in operational state when RG is plugged in.
