Need ability to provide server side filtering for listing GRPC methods

When VOLTHA supports large sets of [logical]devices or other resources it will be useful to be able to get a list of devices based on some filter criteria. In the short terms this could be managed via client side filtering, but as the number of resources managed increases client side filtering will fail and server side filtering will be required (and it is the proper thing to do now).
