      Description

      Add alarm simulation implementation to the voltha-go code from voltha 1.x

      CLI command should be copied from voltha 1.x and refactored in new voltha core.
      alarm_simulation RPC will be implemented to send the CLI command to the adapter in the voltha 2.x
