Flows are received before devices are in correct state

When a UNI/NNI port is created it is added to the logical device without correctly checking the state of the actual device. This triggers port status events to be sent to the OF controller while the logical device is not ready to receive flows (i.e. the device graph representing the OLT/ONU topology is waiting for the devices to be ACTIVE to set them). If the device is not operationally active then its ports should not be added to the logical device.
