BBSim OLT preprovisioning test case

Switch the pre-provisioning test from POC mode to the production code

1. Add all logs to the Jenkins artifacts
2. Design pass/fail scenarios 
3. Analyze other test cases for possible design changes
4. Do the detailed design and change the code appropriately
5. Demonstrate the test to ONF forum
6. Change the Jenkins job to be triggered from Gerrit

Pass scenario: 

1. OLT is up
   1. OLT listed under "devices"
   2. PREPROVISIONED
   3. Host and port should match to configured value and type should be openolt
   4. After ENABLE, we should read ENABLED, ACTIVE, REACHABLE
2. Query "devices" for list of ONUs. ONUs should be listed.
   1. After Enable, ONUs should be listed under devices
   2. Number of ONUs listed corresponds to number configured in bbsim
   3. ONU devices should all show ENABLE, ACTIVE, REACHABLE
   4. Type should be openonu
