BroadCom OpenOMCI ONU does not publish KPI/PM events

      Description

      The BroadCom OpenOMCI ONU device handler configures the KPI/PM groups but never schedules the initial collection. As a result the periodic PM for the adapter and the UNI ports is never published.

      Very simple to fix
