Use pre-created topic instead of dynamically created topic

Device centric topic requires dynamic topic creation on the kafka bus. Topic creation is quite slow and brings in play numerous timeouts when multiple devices are being created at the same time. It is therefore preferable to move to pre-created topics for improved performance.
