OpenOLT adapter fails to connect to device

      Description

      There appears to be an issue with openolt adapter unable to connect to the device (openolt agent) when the device is perprovisioned/enabled in voltha _before_ the device (agent) starts. This is seen on 1.x master (works fine in 1.6).

      This issue was first reported by ONF QA with OLT reboot which is a similar case where voltha is unable to connect to the device after a reboot:
