Containerization of Python OpenOLT and OpenONU adapters

Combined work effort for the containerizing and adaption of the python OpenOLT and python OpenONU adapters with the VOLTHA 2.0 core.   This work includes the creation of the needed repos and libraries to build and run standalone adapters.   Also the work needed to modify both the adapters and the new core to function and maintain feature parity that exists with 1.x.
