BAL keeps sending a LOS status indication for NNI interface. Ideally, BAL should be reporting interface status only when it changes (up->down, down->up).
1) Raise a Broadcom CSP to figure out how to tell BAL to send NNI interface status only when there is a status change.
2) In the meantime, throttle these indications in the OpenOLT driver
