gathering community feedback as to whether there's any use case for cmd_cl

the test application wrapper, cmd_cl, was previously provided as a command line tool to test out device management API functionalities. Its interactive shell allows users to keep issuing commands before quitting back to system's shell. However, this behavior is not compatible with test automation. Another wrapper, dm, was later introduced to do away with the interactive shell. Please refer to gerrit https://gerrit.opencord.org/#/c/16811/

The purpose of this story is to get feedback from the community to determine if cmd_cl should be obsoleted. Please raise your hand if you do use cmd_cl in your testing. cmd_cl will be removed from the repo if no objection is voiced by 1/6/20.
