ONU channel is not closed on ONU/OLT disable

      Description

      Any time the OLT is enabled a new ONU channel is created for each ONU:

      time="2019-12-12T18:03:49Z" level=debug msg="Starting ONU Indication Channel" module=ONU onuID=1 onuSN=BBSM00000001 ponPort=0

      This channels are never closed. In some cases (see VOL-2362) this leak is exposed and regardless we should clean up after ourself. Close the ONU channel if it's not needed anymore
