      Description

Use Packer to create ARM AMI images for the A1 instances. On the SEBA side, all the CI jobs and the packer instructions are found here:

      https://gerrit.opencord.org/gitweb?p=ci-management.git;a=blob;f=README.md

Upstream work LF has done on this - their repo and instructions:

      https://github.com/lfit/releng-common-packer
      https://docs.releng.linuxfoundation.org/projects/common-packer

LF has the start of a definition for the 18.04 ARM AMI: https://github.com/lfit/releng-common-packer/blob/master/vars/ubuntu-18.04-arm64.json
