Description

When LLDP is enabled in ONOS (now by default in ONOS-voltha) BBSim outputs these errors:

time="2019-11-01T20:33:38Z" level=error msg="Can't remove double tags from packet: no-dot1q-layer-in-packet" module=NNI packet="<nil>"

We need to handle those packets.
