Sometimes NNI flows are not programmed

The olt app reaches out to sadis to with the OLT device serial number but gets nothing back, so the device which has already shown up with the NNI port, is ignored. No other notification comes for the NNI port so these flows are not programmed. Later, UNI port shows up and by this time the sadis info is available.
