SiaB: update "make stable" to use VOLTHA 1.7 and related apps

      Description

      Once we have released versions of the ONOS apps and have updated the charts with the latest service versions, update the "make stable" target to use VOLTHA 1.7 and to enable features that we intend to release.

      As part of this we'll change the "make run-tests" to run the latest tests and remove the "make run-tests-latest" target.
