Helm 2.14.0 doesn't work with CORD Helm charts

      Description

      There seems to be an issue with Helm 2.14.0, the latest release.  This version of Helm throws errors when trying to install the CORD Helm charts. 

      v2.14.0 is installed by default if you don't specify a Helm version. Update the docs to specify v2.12.1, which is known to work.

      The SiaB Makefile explicitly installs v2.12.1 so that is still working correctly.
