Modify Segmentrouting to not program multicast tree on unconfigured devices (OLT)

      Description

      OLT devices would not be part of Network Configuration loaded into Segment Routing app. Segmentrouting should still consider OLT as part of topology when calculating the mcast tree, but should not program it (let the cordmcast program the OLTs)
