      voltha version 1.6 and BBSim lastest (Mar 7 commit)

      ONU activation report error at tech-profile download state with error tech-profile-config-failure-retrying. below error message reported in voltha

      The possible reason for the failure could be, empty priority queue/no tcount information. During initial MIB upload, BBSim may not be sending the 'Priority Queue (ME #277)' MIB
