In a physical SEBA POD, DHCP packets flowing downstream from the BNG to the RG are trapped at the agg swtich and sent to the controller. However on SiaB these packets are forwarded by the agg switch to the OLT and are trapped there.
On SiaB the downstream DHCP packets should also be trapped at the agg switch.
