Authentication fails after ONU is enabled from disabled state

Second Authentication fails after removing the ONU from the whitelist and re-adding it, or changing the location of the ONU and updating the correct location again etc. Noticed that during the second authentication EAPOL packets are not seen in VOLTHA

• Add Whitelist, Subscriber, OLT to XOS
• Authentication succeeds
• Remove ONU from the whitelist
• ONU goes to disabled state and end-end pings fail
• Re-add ONU to the the whitelist
• Perform authentication and noticed that AUTH fails

Same issue is seen with the following scenario as well

•  ONU Correct Location -> Change ONU to Wrong Location -> Update ONU to correct location

Saw these logs during first time authentication but not the second time.
