Do not launch AAA application in ONOS

The issue is that the kafka app currently depends on the aaa app, and so the kafka app cannot be loaded without aaa.  

It appears that app dependencies can be made optional:

Test whether this approach can be used to allow kafka to be loaded without aaa.
