Reboot or Fiber disconnect of whitelisted ONU results in locking the ONU

An ONU that's rebooted after being successfully provisioned and whitelisted results in that ONU being locked when it comes back up.

Steps to reproduce:
1) provision olt, whitelist entry and subscriber entry
2) onu is unlocked, omci-flows-pushed passing traffic
3) reboot the onu (or disconnect/reconnect the pon fiber)
4) when onu comes back up and is rediscovered it is omci-admin-lock even though its entry is in the whitelist

Currently i workaround by re-pushing the whitelist or enabling the onu manually in the voltha cli
